Character will run ONLY if you are running, will walk if you are walking; just like default get in motion. You also said animations are sped up when you enter as a passenger; this may be there is a conflict with your other mods because the speed value is NOT altered / changed / touched at all. There is not a single line that alters character speed since nothing is related to character's animation speed.
Thus, there is nothing I can fix since I am not having such problems. Try this SHVDN version:

That depends on what type of problem you have. As long as you have "ScriptHookVDotNet 3.7.0" and above, it should work since it is a light weight mod.
Or if you could be more specific with your problem, I might be of help.

Probably supports controller because I did not assign a specific keyboard button. It uses "Reload" button, "Hand Brake" button and "Enter Vehicle" button. Never used controller myself but these buttons should occur on controller since they are basically the main functions.

Mine has a little plus; you can also turn the engine off at your will, by holding hand brake button. Also made it cs so maybe anyone would want to improve or add something new.
And I did not know such mod existed, since i made mine a long while ago, just recently decided to publish. No hard feelings.

Definite crashes on Cayo Perico. Needs to be fixed.
