There is a problem in Open 2.7 to import audio files right now, but there is also temporary fix (thanks to John23): i publish it here, just some edited by me, and it works on my game:

1. Create 2 new folders on desktop (name them "old" and "new")
2. Open "OpenIV"
3.Extract the "offmission_wasted.awc" file to the "old" folder (Should extract a "offmission_wasted" folder and a "offmission_wasted.oac" file)
4. Extract the gta2 wasted archive
5.From this archive, move the "offmission_wasted" folder into the "new" folder
6. Delete all audio files from the "offmission_wasted" folder in the "old" folder
7.Copy all the contents of the "new" "offmission_wasted" folder into the "offmission_wasted" in the "old" folder
8.Go back into open IV
9. Import open format
10.Go to "old" folder
11. Choose the "offmission_wasted.oac" file
12. Done.
