UPDATE 2.0 - Now allows for Los Santos County Sheriff's Department to patrol the countrysides and San Andreas Highway Patrol take it to the highways. Should you have "Travel to North Yankton" mod installed as well, you will see State Patrol out in North Yankton.
This mod was created to provide the player with a more classic GTA experience, bringing the danger of patrolling cops back to the streets - on foot or in their patrol vehicles. The values have been tuned according to the districts and zones are populated with police to a point where they're not common but not too uncommon to be seen only rarely.
You will also see police cars if you take it to GTA: Online, but be wary, the patrolling officers pay close attention to their hot sheets... You know how the department feels about stolen cars!
The only problem I've yet to work out is getting SAHP to patrol the freeways online.

does this work with just the popgroups file, i have other mods using popcycles, or can i edit the popcycle so this will work aswell?
@Tapits not sure but in my experience I'm in the opposite situation, I started to use it with only popcycle and it works actually. The only I've noticed is that cops won't show up on highway anymore. Haven't checked in countryside but city is fine.
Working, but police cars are moving slow, as if brakes were locking! Any help?

@johnXtremo Yeah, same happening here. Tried many different scenarios (like crashing into them, pushing their car and so on..) too, no matter what I do - their cars have locked brakes really tight. However, I can drive a cop car normally. But even with this bug, I can stop next to a cop car after speeding, and the officer does hop out of his car to give me a speeding ticket. Amazing, just wish cops could patrol the streets with their vehicles, then this would deserve 5 stars easily.
So like my comment above suggests, I'm using this with the Pull Me Over mod and they an amazing combo. My problems were solved by checking out my trainer settings. I had 'police ignore player' setting on, which apparently caused the cop cars not being able to move. I turned the option off and they instantly started to drive normally. My mistake, mod is amazing and clearly works. 5 stars.
Awesome mod! Makes the city and country roads feel immersive to roam at. Idk why rockstar removed them in the first place
Compatible with Fine-Tuned Felony & Response?
@Nano-Ocelot it will work with FTFR but it overwrites some of the behaviors if you are also using WOV and the related FTFR WOV patch. There will be more cops.
@Nano-Ocelot I am not sure how it impacts other aspects of WOV, like ped and vehicle spawns. I really wish these mods would include the changes made to important files like popcycle and popgroups so we could carry those changes over to other mods instead of having to choose between one or the other.
Can you make it to where its only rare to see a cop on the streets?

@sob Yep. Notepad, Notepad++, VSCode, Sublime Text, Atom to name a few. It's very straight forward to edit it.
