This is an addon car.
There are two versions of this car:
It is a limitation of GTA V that force us to use the sounds of existing vehicles. I use the sound of the police bike because it has a nice motor sound but since bikes doesn't have doors, there is no sound when you open or close the door.
If it bothers you, the second version use the sound of the police cruiser.
Of course the vehicle can be painted, tuned like vanilla Sultan RS.
Prerequisites
Read Readme.txt for installation instructions.
Use a trainer to spawn the car.
If you are using RagePluginHook, you can spawn the car using the console: spawn policesultanrs

The gameconfig.xml from your link (https://gta5-mods.com/misc/gameconfig-for-patch-1-0-757-2-update-at-each-r-update) didn't solve my problem actually, but it inspired me to find out that the game has a limit of extra vehicles. I checked the default gameconfig.xml and found the maximum extra limit is 290, which is same with the file from the link.
Then I tried changing the number from 290 to 300, and no crashing any more!

I'm affraid it is only available in french, but he does a video for every steps!
Basically, I import a police vehicle in ZModeler3 and export the parts I want to use (sirens, etc). Then I import the vehicle I want to edit and stick the police parts on it.

Hi there, I was wondering if there was a way I could make it spawn in with a cop so it would chase me when I have a wanted level.
The Slashes are the wrong way in <Item>dlcpacks:\policesultanrs\</Item> it should be <Item>dlcpacks:/policesultanrs/</Item>
@DaDerpSquirrel It doesnt matter, <Item>dlcpacks:\XXXX\</Item> work same as original, only efect is you know whats addon and whats game update
