The rooftop pool from VBH is not deep enough that's the problem
There is also some invisible props or some glitch on the rooftop in staight line with the pool inflatable doll and the street (go rooftop pass the pool in straight line with the inflatable doll , climb over the glass fenced area and voilà your character will stay on top of a rock cactus)
